How Chinese Fapiao, Digital E-Invoices and Corporate Reimbursement Fit Together
A fapiao is a tax document, while reimbursement is a company's internal expense process; neither replaces the other. Before a transaction, companies should confirm the invoicing entity, item, tax rate and buyer details; after delivery, they should check the digital e-invoice status and use the red-letter process to correct genuine errors.
Fapiao, Receipts and Proof of Payment
A bank receipt proves that funds moved, while contracts and acceptance records prove the transaction. A fapiao records tax invoicing details, and a company expense claim records internal approval. A fapiao alone does not prove that an expense is genuine, reasonable or paid; a payment screenshot alone does not amount to a compliant tax document either.

Establish Who Invoices Whom Before the Transaction
The invoicing entity should match the actual seller and the contractual arrangement. Enter the buyer's name and taxpayer identification number exactly as shown in its tax records. The description of the goods or services, amount, tax rate and invoice date must reflect the actual transaction. Platforms, agents, subcontracting and employee-paid expenses often create mismatches among the contracting, paying and invoicing entities; resolve these before placing the order.
Confirm the seller's full name and tax identification number.
Confirm the buyer name to appear on the invoice.
Define the goods or services being supplied.
Agree on the tax-inclusive price and applicable tax rate.
Agree whether a special VAT fapiao, ordinary fapiao or other document is required.

Finance should maintain version control for the details card; staff should not copy details from an old chat. After the company changes its name, address or bank, confirm which fields need updating. Refuse requests for unnecessary identification documents, personal mobile numbers or verification codes, and verify the request through an official channel.
Keep digital e-invoice files, structured data and verification results in accordance with the accounting records policy; do not leave them solely in one employee's inbox. Use a consistent naming convention when downloading files, and link the fapiao number, counterparty, date and expense claim. Complete the handover of documents before an employee leaves. Archived documents should remain independently searchable and verifiable even after a platform account is closed or a supplier ceases trading. Regularly sample records for duplicate numbers, missing acceptance evidence, attachments that will not open, inconsistent amounts, unusual dates, or conflicts between approvers and beneficiaries.
The Seller's Invoicing and Delivery Process
Check the contract, performance and invoicing conditions.
Confirm the buyer's details and invoice items.
Create the fapiao on the tax platform.
Have a reviewer check the amount, tax rate and remarks.
Deliver the digital e-invoice through the agreed channel.
Record the fapiao number in the order and accounting books.

Following the rollout of fully digitalized e-invoices, fapiao can be issued, delivered and verified through the Electronic Invoice Service Platform. Companies must still control invoicing access and conduct reviews; sales staff should not share tax accounts. Before issuing invoices in bulk, test the fields and system interface on a small sample of orders.
The Buyer's Verification and Reimbursement Process
Check the seller's and buyer's names.
Check the amount, tax amount and invoiced items.
Verify the fapiao status and check for duplicate reimbursement.

A correctly addressed fapiao does not automatically qualify an employee's meal, transport or travel expense for reimbursement. The business purpose, participants, timing, budget and company policy must also be considered. Personal spending, sham transactions or duplicate claims cannot become company expenses simply by obtaining a different fapiao.
Incorrect Fapiao, Returns and Red-Letter Fapiao
If the buyer name, item, amount or tax rate is wrong, or if goods are returned, a discount is granted or a service is cancelled, follow the tax platform process and the status of both parties to issue a red-letter fapiao and a replacement. Do not edit the PDF directly, delete the original fapiao or ask an unrelated company to issue a replacement. If the buyer has already claimed an input tax credit or entered the invoice in its accounts, the finance teams on both sides should coordinate the steps.
If a fapiao has an abnormal status, appears to have been issued under a misused identity, or the issuer cannot be contacted, suspend the tax credit and reimbursement. Retain the contract, payment and communication records, and verify the fapiao through an official tax channel. Do not log in through a digital e-invoice link from an unfamiliar domain; return to the Electronic Tax Bureau or the company system to search for it.
Differences by Industry and Situation
Goods, services, real estate, transport, platform transactions and cross-border business use different items, tax rates and documents. Retail consumers may need only an ordinary fapiao, while corporate buyers may request a special VAT fapiao according to their tax treatment. Whether input tax is creditable depends on the transaction and tax law, not the customer's preference.
Local tax-platform procedures and internal reimbursement standards may change. If a global head-office expense policy does not align with Chinese fapiao and tax requirements, establish local supplementary rules; do not require employees to fabricate explanations or find substitute fapiao.
Official Basis and Verification Date
The guidance on issuing and delivering digital e-invoices and handling red-letter invoices is based on announcements by the State Taxation Administration on fully digitalized e-invoices and interpretations from local tax authorities, verified through 2026-8-4. For specific invoice items, tax rates, input tax credits and red-letter procedures, follow the current rules of the Electronic Tax Bureau and the response of the competent tax authority, and retain a record of the process.
