How Foreign Nationals Apply for, Extend and Change a Residence Permit in China
Work, study, family reunion and personal matters are different grounds for residence. If a visa states that a residence document is required after entry, apply to the public security exit-entry authority in the intended place of residence within 30 days of entry.
Visa page, grounds for residence and application deadline
A residence permit is not simply an extension of a visa. A visa allows entry and stay under its terms, while a residence document corresponds to a specific reason for living in China long term: work, study, family reunion or personal matters. Check the visa category, the permitted duration of each stay and whether the visa page says a residence document must be obtained after entry. Make sure your actual current activities match the grounds stated in the application.
Entering on a Z visa to work in China: prepare to apply for a work-type residence permit.
Entering on an X1 visa for long-term study: prepare to apply for a study-type residence permit.
Using a Q1 visa for family reunion: prepare to apply for a reunion-type residence permit.
Using an S1 visa to visit someone working or studying in China or for other personal matters: prepare to apply for a personal-matters residence permit.
If your activity or status has changed, ask the local exit-entry authority whether it can be changed within China; do not simply reuse the previous category.
The 30 days run from the date of entry
Under the National Immigration Administration service guide, a foreign national whose visa states that a residence document is required after entry must apply to the public security exit-entry authority in the intended place of residence within 30 days of entry. Do not treat the 30 days as permission to wait until the last day: the work permit, school letter, medical examination, accommodation registration and appointment can all take time. In the first week after arrival, ask the employer, school or family member to confirm the local checklist.
The accepting authority is generally the public security exit-entry administration at prefecture-level city or higher. The city determines the specific office, appointment system and any additional local documents. Applications, extensions, replacements and reissues should in principle be handled in person. High-level or urgently needed professionals, people under 16 or aged 60 and over, and people whose illness limits their mobility may, as provided by the rules, use an authorized organization or individual to apply on their behalf.
General documents and documents for the grounds of residence
A valid passport or other international travel document.
The Foreigner Visa and Certificate Application Form and a photograph meeting the photo guidelines.
Current accommodation registration and any local proof-of-address documents.
Evidence from the employer, school, relative or another source corresponding to the grounds for residence.
For a residence document of more than one year, a health certificate from a designated institution as required.
Originals, copies, translations and authenticated documents organized according to the local office's checklist.

Marriage, birth, family-relationship and academic documents issued abroad may require an apostille, consular authentication, translation and compliance with validity periods. Do not wait for the office to reject the application before dealing with them. Tell the actual accepting authority the issuing country, document type and intended use, and confirm the method currently accepted.
What to submit for four common application types
A work application generally requires proof of the work permit and a letter from the employer. A study application requires a school letter stating the study period and proof of admission or enrollment. A reunion application requires the identity document of the person being visited, a letter explaining the family relationship and any necessary proof of that relationship. For personal matters, submit the residence document of the person being visited, proof of relationship or documents concerning the specific matter, depending on whether the application is for a family visit or another purpose.
Keep the English name, passport number and date of birth consistent across all documents.
The employer or school letter should clearly state the reason, period and place of application.
Family-relationship documents should link the applicant to the person being visited.
Do not request a period beyond what can be supported by the work permit, study period or the visited person's period of residence in China.
Any verbal assurance remains subject to acceptance by the office and final issuance.
The practical process from appointment to collection
Use the official public security exit-entry channel for the intended city of residence to check the office, appointment process and document list.
Complete accommodation registration, the medical examination and the employer's or school's internal review.
Attend the appointment in person and submit the passport, application form and documents supporting the grounds for residence.
Take part in an interview, answer telephone inquiries or undergo other authenticity checks.
If documents are incomplete, supply what is requested in the office's one-time notice rather than guessing from an old list online.
After acceptance, keep the receipt and confirm its validity and the collection method.
On collection, check the name, passport number, grounds for residence, validity period and place of issue item by item.
Once an eligible application is accepted, the authority issues an acceptance receipt and makes a decision within the receipt's period of validity. The national guide states that this period is no more than 15 working days from acceptance. If you need to use your passport or travel while the application is being processed, ask where the receipt is accepted. Do not assume that every hotel, transport operator and bank accepts the same substitute document.
Extensions, passport replacement, loss and changes of details
If the period of residence must be extended, or registered details such as your name, passport, address, employer, school or grounds for residence change, apply for an extension or replacement as required locally. Changing jobs affects both the work permit and the work-type residence permit; having the new employer amend the employment contract is not enough. After replacing a passport, do not continue indefinitely by carrying the old residence document between the two passports; confirm replacement with the exit-entry authority.
If a residence document is lost, damaged or stolen, apply for reissue as required with proof that the passport was reported lost, a note from the embassy or consulate, or the damaged document, as well as a new valid passport or travel document. Keep records of police reports, loss reports, passport replacement and exit-entry acceptance. In the meantime, do not conceal the document's status while continuing to conduct other identity-verified business.
The city and your status affect the documents
The national service guide sets the acceptance framework, but cities may still require appointments, employer registration, accommodation registration, a health examination, translations or supplementary explanations. The validity of a work-type permit depends on the work permit and employer circumstances. A study-type permit is generally limited by the study period stated by the school. Reunion and personal-matters permits depend on the relationship, the visited person's status and the documents in the individual case.
Approval of a residence document does not authorize every activity. A holder of a study-type permit who undertakes an off-campus internship or part-time work must obtain the agreement of the school and internship organization and apply to the exit-entry authority for the corresponding annotation. Dependent, tourist or personal-matters status does not automatically confer the right to work.
