The Z Visa, Work Permit, and Work-Type Residence Permit Are Not the Same Document
The work permit notification starts the route to employment in China, the Z visa allows entry for work, the work permit defines the authorized employment, and the work-type residence permit supports a longer stay. The four documents must be linked in the order that applies to the case.
How the four documents fit together
Many job advertisements use “work visa” as a vague catch-all, leaving applicants unsure what they have actually received. The usual route includes a work permit notification, a Z visa, a work permit, and a work-type residence permit. Different authorities issue them at different stages, and each serves a different purpose. When checking progress, use the document's full name, issuing authority, and validity period.
Work permit notification: generally applied for by the employer in China and used for subsequent procedures such as the visa application.
Z visa: issued by a Chinese embassy, consulate, or other authorized body abroad, and indicates entry for the purpose of work.
Work permit: corresponds to the approved employer, position, and scope of work.
Work-type residence permit: issued by the exit-entry administration of the public security authority and supports residence in China.
The process after receiving a job offer
The employer verifies eligibility and prepares the work permit application. The applicant generally provides a passport, degree or professional qualification, proof of work experience, criminal record certificate, health examination, photograph, and other case-specific documents. The employer supplies the employment contract and documents relating to the position and employing entity. After the work permit notification is approved, the applicant applies for a Z visa under the requirements of the Chinese embassy or consulate abroad that will actually handle the case.
Appointments, fingerprints, fees, and required documents vary by country, consular district, and individual case. Issuance of the work permit notification does not remove the visa requirements of the office handling the application. After receiving the visa, check the name, passport number, category, number of entries, and last date for entry.
Prepare a complete file before entering China
Passport, Z visa, and work permit notification.
Confirmed employment contract or certificate of appointment.
Original degree, qualifications, criminal record certificate, and authentication documents.
Original health examination record or arrangements for a locally accepted re-examination.
Employer contact, address in Chinese, and telephone number of the person handling the application.
Address of the accommodation after arrival and arrangements for accommodation registration.
Appointments, deadlines, and responsible persons for the work permit and residence permit.
Do not hand all original documents to an agent without keeping copies yourself. The employer can handle many steps on the applicant's behalf, but the applicant should still know the contents and whereabouts of every document. The position, salary, place of work, and employer name in the contract should match the permit application.
The sequence after entry
Enter China using the Z visa and passport.
Complete the accommodation registration for foreign nationals promptly after moving in.
Complete any health examination review or original-document check required at the place of work.
Cooperate with the employer as it completes the work permit process and obtain currently valid proof.
Prepare the employer's letter, work permit, passport, application form, photographs, and other documents.
Within 30 days of entry, apply to the public security authority at the intended place of residence for a work-type residence permit.
After collecting the permit, check the stated purpose of residence and validity period, and record it together with the work permit's expiry date.
The Provisions on the Administration of Employment of Foreigners in China and the National Immigration Administration's service guide both treat the post-entry formalities as part of the complete employment route. Holding a Z visa does not allow you to start working for another employer. Do not wait until the visa's permitted stay is about to expire before arranging the residence application.
What to do when you hold another visa in China
Receiving a job opportunity while in China does not mean that tourist, business, study, family reunion, or private affairs status can be converted directly to work status. Certain high-end talent, family members, people changing employers without changing occupations, and cases specified by local policy may meet the conditions for an in-country application. The authorities at the place of work and the exit-entry authority decide the individual case.
If the conditions for an in-country application are not met, follow the authorities' route, apply for a Z visa outside China, and then enter. Do not use repeated entries and exits on short-term visas as a substitute for a work permit and work-type residence permit. Descriptions such as “trial work first, paperwork later,” “paid offshore,” or “volunteer” do not conceal the nature of work that is in fact performed as employment.
When the authorized employer, position, or city changes
The actual employer must be the employer named on the work permit. A change of employer within the original issuing area without a change of occupation may be handled as an amendment; cross-region employment or a change of occupation generally requires a new permit. After the employment contract ends, the former employer must report it as required and cooperate in canceling or returning the relevant documents, while the applicant must also deal with the work-type residence permit.
Before leaving, obtain a certificate of termination or separation.
Confirm when the former work permit will be canceled and obtain proof.
Ask the new employer to assess the new route before the old residence document expires.
Do not actually begin work for the new employer without approval.
Confirm with the public security exit-entry authority the arrangements for amending, replacing, or transitioning the residence document.
How procedures connect in different cities
The competent authority at the place of work handles the work permit, while the public security exit-entry authority at the intended place of residence handles the work-type residence permit. Some cities offer a combined one-stop or online process; others still require separate appointments and checks of original documents. Use of the same platform name does not mean that documents, time limits, and service counters are identical.
The applicant and employer should share a single timeline listing the person responsible for each step, submission date, supplementary documents, approval date, and expiry date. This leaves a realistic margin between the Z visa's permitted stay, work permit processing, and the residence application.
